MINUTES OF MEETING 02 October, 2006

 

1. Present: Jonathan Driffill, Jane Davies, James Hunt, Mike Gee, Simon Boam. Clerk: Mike Allen

 

2. No apologies

 

3. Minutes of last meeting approved and duly signed

 

4. No matters arising

 

5. Amount of money owed: £30 to JWI Davies for compost and pansies, £14.46 to Mike Allen for leaving gift and card for Dave and Phyl Lowe, £16 to James Hunt for petrol for the village lawnmower (waiting for receipt). Bank mandates have been changed and delivered to HSBC.

 

6. Pavilion: i. Lease - Mr Bateman has already agreed in principal and is waiting for a letter from our solicitor. Mike Allen to remind the solicitor to take action; ii. electricity quote is acceptable; iii. water quote is acceptable

 

7. Conery path: the quotation for £2,500 was considered too high - Mike Allen to draft an e-mail to Redbank to try and get their support. Jonathan Driffill to discuss phasing of works with Jamie Horler.

 

8. Mike Allen to invite the Community Policeman to the next Council meeting.

 

9. Annual Audit: Snarestone Parish Council Summary of Receipts and Payments for year-ending 31/03/06 is complete and the figures balance. Put a copy on the notice board and publish on the village website. The Clerk’s salary for the year and the formula for the depreciation of assets was confirmed. It was noted that there were a number of receipts missing; but this will not have a significant effect on reclaiming the VAT for the period.

 

10. Local Authority byelaws: nothing to report. File document.

 

11. Nottingham East Midlands Airport Draft Master Plan: nothing affecting Snarestone.

 

12. Leicestershire Community Speed Watch: we have a petition with 100 signatures (well more than the 20% requirement). We will now apply for a camera. The Council wishes to thank Jim and Sue Kendrick for initiating this.

 

13. Leicestershire Best Value Performance Plan and Council Delivery Plan: statistics for the year and future plans show that the Council is, for the most part, performing well.

 

14. Monthly Website Challenge: too late to respond to last month’s challenge. Make sure that we are able to rise to any future challenges.

 

15. AOB:           i. publish the Agenda for the next meeting to the Village website. Anybody is                                  welcome to come; but please let the Clerk have any questions prior to the meeting.

 

                        ii. Paul Barnard has offered to take over the mowing of the War Memorial as

                        Dave Lowe is emigrating

 

iii. silver Rose Bowl: this is simply being kept under lock and key. Talk to the Garden Club to see whether it could be used as a competition prize so that it gets back into the community.

 

iv. aircraft noise: we have noticed an increase in aircraft noise over the village. Everybody is asked to monitor this nuisance. Mike Allen to check the Airport website for a complaints section and to register our unwillingness to accept this. If no complaints section, MA will write a pre-emptive letter.

 

                        v. the Church Council is looking for volunteers to assist with funding for next Year. After                   some discussion it was decided that Jonathan Driffill will report back.
